Proposed Projects
The projects listed and described below are those found in the Town Center Plan. If Measure 3-605 passes and the City Council adopts a Town Center Urban Renewal plan, all or some of these projects would be completed during the appx. 30-year duration of the proposed Town Center Urban Renewal Plan, depending on funding capacity, opportunity, and direction from the City Council.
More detailed project information can be found in the 2023 Town Center Urban Renewal Feasibility Study (found under Documents & Studies in the main website menu). If the measure does not pass, the projects would not be completed as proposed, and tax revenues from anticipated private development would not be realized.
IN.1 | I-5 Bike/Ped Bridge & Gateway Plaza
Construct a bike/pedestrian bridge across I-5 to safely connect Town Center to the Wilsonville Transit Center, employment areas, and neighborhoods in West Wilsonville. The project includes a gateway plaza that serves as a landing for the bridge and an open space serving development on the west side of Town Center.
IN.2 | "Main Street" North
Upgrade the existing section of Parkway Ct and Park Pl from Town Center Loop to the northern edge of Town Center Park to meet the cross section adopted in the Town Center Plan.
IN.3 | "Main Street" Central
Upgrade the existing section of Park Pl from the northern edge of Town Center Park to Courtside Drive to a curbless street that is an extension of Town Center Park, meeting the cross section adopted in the Town Center Plan.
IN.4 | "Main Street" South
Construct a modern main street meeting the cross section adopted in the Town Center Plan as an extension of Park Pl south from the intersection with Courtside Drive to Wilsonville Road.
IN.5 | Courtside Drive East
Upgrade the existing section of Courtside Drive from Park Pl to Town Center Loop E to add a two-way buffered bike lane consistent with the cross section adopted in the Town Center Plan.
IN.6 | Courtside Drive West
Construct an extension of Courtside Drive meeting the cross section adopted in the Town Center Plan west from the intersection with Park Pl to Town Center Loop W.
IN.7 | Wilsonville Road Intersection Improvements
Modify four intersections along Wilsonville Road to accommodate anticipated growth and provide improved multimodal connections into Town Center.
IN.8 | Town Center Loop West Modifications
Modify the road to meet the cross section adopted in the Town Center Plan, including enhanced sidewalks, bicycle lanes and stormwater management facilities to serve development.
IN.9 Local Road Network (shown as dashed lines) - - - - - - - -
Create a new local road network, including travel lanes, parallel parking, street trees, and sidewalks, to improve connectivity throughout Town Center and serve new development.
IN.10 | Park Place Promenade Conversion
Redesign Park Pl between Town Center Loop W and Town Center park to create a linear park with bicycle and pedestrian access.
IN.11 | Separated two-way bicycle lanes
Create a continuous separated bikeway between the I-5 Bike/Pedestrian Bridge and Memorial Park.
IN.12 | Gateway Plaza to "Main Street" Promenade
Upgrade the existing section of Parkway Ct and Park Pl from Town Center Loop to the northern edge of Town Center Park to meet the cross section adopted in the Town Center Plan.
IN.13 | Town Center Skate Park
Create a skate park to the east of Town Center Park.
IN.14 | Underground Utility Relocation (not shown)
Relocate existing water, sewer, and stormwater infrastructure to align with new streets in Town Center and enable redevelopment.
