How may cities use Urban Renewal?

Under Oregon law (ORS 457), cities may use urban renewal to address blighted conditions, such as inadequate infrastructure, vacant properties, and dilapidated buildings. Cities invest in the blighted area to encourage redevelopment and reduce further decline.
