Measure 3-632: What Changed?

In May 2026, Wilsonville voters approved Measure 3-632, amending the City Charter to require voter approval before the City can adopt a new urban renewal plan or make certain significant changes to an existing urban renewal plan.​‌‌​‌​‌‍​

The amendment establishes a local process for how urban renewal decisions are made in Wilsonville. While the City traditionally sent an advisory measure to voters before adopting an urban renewal plan, Wilsonville's Charter now explicitly reserves that authority to city voters.‌​​‍

What Does Measure 3-632 Do?

The Charter amendment requires voter approval for:​‌​‍‌‌‌‌

  • The adoption of a new urban renewal plan.‌​‌‌‍
  • Any "substantial change" to an existing urban renewal plan.​‌‌​‌‌

Under the Charter, a substantial change includes actions such as:​‌‌‍‌

  • Expanding an urban renewal area's boundaries.‌​​‌
  • Extending the duration of an urban renewal plan.​‌‌
  • Increasing borrowing authority or spending authority.‌‌‍​‌‌
  • Changing the basic purpose, engineering principles, or financing principles of a voter-approved plan.​​‌‌​

Changes that do not meet the Charter's definition of a substantial change may still be approved by City Council through a public ordinance process.‌​‌‌​​‌

Additional Information for Voters

When voters are asked to consider a proposed urban renewal plan that would authorize new urban renewal debt, the Charter requires the City to provide specific information in advance of the election.‌​​

This information includes:​​​​‍‌

  • The maximum amount of urban renewal debt that could be incurred.​‌‌‍‌
  • The estimated duration of that debt.​‌‍‌‌
  • Estimated interest costs.​​​‌
  • The potential effect on property tax revenues that would otherwise be distributed to local taxing districts.‌‍​‍​‌‍‌​
  • Key development assumptions used in any supporting feasibility study, such as projected housing units and commercial or industrial development.​‍​‌‌​‌‌​

What Does This Mean for Town Center?

Because Measure 3-632 is now part of the City Charter, any proposal to create a Town Center Urban Renewal Area must be approved by Wilsonville voters before it can be adopted.‌​​‌‌​​‌‌‌

If City Council decides to refer a Town Center urban renewal proposal to the ballot, voters will have the opportunity to review information about the proposed plan and decide whether it should be established.‌​‌

What happens next?

If the City Council refers this matter to voters, a proposed Ordinance, Urban Renewal Plan and accompanying Report would become the basis for a November 2026 ballot measure and vote. When a proposed ordinance, urban renewal plan and accompanying report are available, those materials will be made available on the City’s website (wilsonvilleoregon.gov) as well as this website, on the Documents page. Those materials are expected in early August, 2026.
