Would the proposed Town Center Development District affect funding available to our local schools?
No. A new urban renewal district does not change the overall State School Fund (SSF) allocation to a publicly funded school district in Oregon.
Oregon uses an equalization formula where local property taxes and state funds (largely from income taxes) act as matching parts: the state calculates a district's total allocation based on student enrollment (Average Daily Membership, or ADM), subtracts the local property taxes the district collects, and pays the remaining balance from state funds. School districts that collect less in property tax, receive more from state funds and vice versa. Collectively these two sources fund the SSF allocation of each school district. As a result, the funding available to the West Linn-Wilsonville School District would not be affected by the establishment of a new urban renewal district in Wilsonville.

Would a new urban renewal district impact the West Linn-Wilsonville School District (WLWVSD) local option levy?
No. Urban renewal allocations only apply to the permanent property tax rate and do not affect school district local option levies. HB 2632 excluded all local option levies, approved or renewed by voters after January 1, 2013, from the calculation of the "consolidated billing tax rate" for tax increment division. As a result, the funding available to the West Linn-Wilsonville School District through its local option levy would not be affected by the establishment of a new urban renewal district in Wilsonville.
